Finance Ministry Reveals Alarming Lack of Land Titles in Nigeria
The Nigerian Finance Ministry has disclosed that less than 10% of properties across the nation possess proper land titles, hindering asset utilization and value generation. This revelation underscores the urgent need for reforms in land administration to unlock economic potential.

The Finance Ministry of Nigeria has made a striking revelation, indicating that fewer than 10% of properties in the country hold valid land titles. This deficiency presents significant challenges for property owners, who are unable to leverage their assets for economic benefits, thereby stifling potential growth and development within the real estate sector.
The ministry's statement highlights a critical issue plaguing the Nigerian property market, where ownership does not equate to usability. According to officials, this lack of formal documentation not only restricts individuals from accessing credit facilities against their properties but also contributes to a broader economic stagnation as assets remain underutilized.
“We invariably are creating a scenario where people own assets but are not able to use those assets for things that could deliver more value,”
the ministry remarked, emphasizing the urgent need for comprehensive reforms in land administration. The absence of proper land titles complicates transactions, deters investment, and fosters an environment of uncertainty that can frustrate both local and foreign investors.
Experts in the field advocate for streamlined processes that can facilitate the issuance of land titles, which they argue is essential for boosting investor confidence and stimulating economic activity. The ministry's findings serve as a call to action for policymakers and stakeholders to address the structural deficiencies that impede the efficient functioning of the real estate market.
