The European Union (EU) has emphasized the necessity for the Sokoto State House of Assembly to bolster its oversight functions regarding public expenditure. This call was articulated during a recent policy dialogue attended by EU representatives, development partners, and lawmakers, aimed at discussing budget implementation, legislative effectiveness, and institutional accountability.
During the dialogue, the EU representatives highlighted the critical role of effective legislative oversight in ensuring that public funds are allocated and utilized appropriately. They underscored that approved budgets should translate into tangible improvements in the lives of citizens, especially for vulnerable groups. Michael Juma, the Head of the UNICEF Field Office in Sokoto, stressed the importance of continuous capacity development for lawmakers to fulfill their constitutional responsibilities effectively.
Juma pointed out that legislators require enhanced expertise in areas such as legislation, policy formulation, budget scrutiny, and monitoring of government programs. He noted that these competencies are essential for ensuring that public spending meets the desired objectives. Furthermore, he commended the Sokoto Assembly for adopting program-based budgeting, a system designed to link government expenditures to specific targets and measurable outcomes.
In his remarks, Juma urged lawmakers to prioritize the timely release and effective utilization of funds dedicated to social programs. He warned that delays in fund allocation could hinder the progress of initiatives aimed at improving the welfare of the community, particularly for marginalized populations.
